A TEENAGE boy is to appear at court charged with setting a fire in a Devonport block of flats which put hundreds of lives at risk.
The 14-year-old, who cannot be named for legal reasons, was arrested on suspicion of arson with intent to endanger life on June 4 this year, the day after the fire ripped through Clowance Street flats.
