A FORMER Plymouth police officer and his headteacher wife have been praised for creating a safeguarding scheme which is helping children in other parts of the UK.
Operation Encompass was the brainchild of former Devonport officer, Sgt David Carney-Haworth and his wife, Torpoint Nursery and Infant head Elisabeth.
