Emergency services are dealing with an overturned vehicle which has partially-blocked the A38.Traffic is heavy after the accident on the eastbound carriageway at Haldon Hill near Exeter just after 10am.Paramedics and police are said to be aiding a person trapped in the vehicle.Reports are that the traffic is "at a standstill" after the carriageway was partially blocked around Harcombe Road.Traffic officers are now said to have moved the overturned car and traffic has been released...
