Police say a man who fled officers in handcuffs climbed into a taxi to evade his captors.Following an incident in Apsley Road, Mutley at around 3pm a man was detained by officers. A second man was then detained in the same area as a result of inquiries. It is understood police then forced entry to a nearby property where a quantity of suspected Class B cannabis was discovered.
