A PLYMOUTH-born child safeguarding scheme which no longer operates in the city has received praise by police watchdogs.Operation Encompass was the brainchild of former Devonport police sergeant David Carney-Haworth and his wife, Torpoint nursery and infant school headteacher, Elisabeth.
